III. Scope of Work:
Scope of Work: Painting Services for Residential and Commercial Properties
1. Introduction:
This document outlines the scope of work for painting services for both residential and commercial properties. The purpose is to detail the tasks, responsibilities, and expectations for the painting contractor.
2. Preparation Phase:
- Inspection: Conduct a thorough inspection of the property to assess the condition of the surfaces, identify any repairs needed, and determine the type of pain suitable for the surfaces.
- Surface Preparations: Clean all surfaces to be painted, remove any loose paint, fill cracks and holes, sand rough areas, and prime surfaces, as necessary.
3. Residential Painting Services
- Interior Painting: Paint walls, ceilings, trims, doors, and other interior surfaces as specified by the client. Ensure proper protection of floors, furniture, and fixtures.
- Exterior Painting: Paint exterior walls, trims, doors, windows, and other exterior surfaces using appropriate techniques and materials. Protect surrounding landscaping and property from paint splatter.
- Specialized Finishes: Provide specialized finishes such as faux painting, texture coating, or decorative painting as requested by the client.
- Cabinet Refinishing: Offer cabinet refinishing services including cleaning, sanding, priming, and painting or staining cabinets to revitalize the kitchen or cabinetry.
4. Commercial Painting Services:
- Office Spaces:Paint interior walls, ceilings, trims, and other surfaces within office spaces. Coordinate with the client to minimize disruption to daily operations.
- Retail Spaces: Paint interior and exterior surfaces of retail spaces, ensuring brand colors and themes are accurately represented.
- Industrial Facilities: Paint interior and exterior surfaces of industrial facilities, warehouses, and manufacturing plants using durable and chemical-resistant coatings as required.
5. Safety and Compliance:
- Ensure compliance with all safety regulations and industry standards during the painting process.
- Provide safety training to painting crew members and ensure they have appropriate personal protective equipment (PPE).
- Use low-VOC (volatile organic compound) and eco-friendly paints whenever possible to minimize environmental impact and ensure occupant health.
6. Quality Assurance:
- Use high-quality paints, primers, and coatings from reputable manufacturers to ensure long-lasting and durable finishes.
- Conduct regular inspections during and after the painting process to ensure quality workmanship and client satisfaction.
- Address any touch-ups or corrections promptly to meet client expectations.
7. Cleanup and Finalization:
- Thoroughly clean up the work area, including removing paint drips, masking tapes, and other debris.
- Dispose of paint cans, used materials, and other waste in an environmentally responsible manner.
- Review the completed project with the client to ensure their satisfaction and address any concerns or feedback.
8. Documentation:
- Provide the client with detailed documentation, including paint colors, quantities used, warranties, and maintenance instructions.
- Maintain records of the project, including contracts, change orders, invoices, and any other relevant documents.

- Communicate regularly with the client to keep them informed of progress and any changes to the schedule.

Q1: I was inquiring about whether or not there will be a job walk for this project. If not, Is there a time to come look at the scope of work ?

Q2: The requirements seem quite broad and general. Are there any specific plans for the buildings we will be painting? Or are you just after a time and material number?
A2: Thank you for your question. This RFP will add painters to our roster who we use to do work on any number of our properties. Please provide a cost estimate in your proposal.
Q3: Is this an exclusive contract to one firm to perform THA projects for a period of time? The evaluation criteria notes a “price list” to be completed. Where can the price list be found?
A3: We will be selecting painters to add to our roster to complete work on any number of our properties. The initial contract will be three years. Please provide a price list in your proposal, apologies for any confusion.
Q4: What’s the Deadline for pricing submissions?
A4: Please include pricing in your proposal which is due July 3rd at 3pm.
Q5: Is this a time and material contract?
A5: Please include a time and material estimate in your proposal.
Q6: What was last year’s contract value?
A6: This information cannot be provided at this time.
Q7: I could not find the bid sheet. Does this bid go by square footage and/or linear footage or is it one bid number for each project?
A7: Please provide your rate for square or linear foot or an hourly rate based on the scope of work and your evaluation (apologies if I misunderstand your question).
Q8: Could you please provide further clarification on the Price List criteria of the proposal requirements? How would you like to see this presented?
A8: Please provide pricing based on the scope of work and your assessment of that.
Q9: Do you have a list of job and/or task classifications such as commercial prevailing rates, residential prevailing wage rates, exterior painting, interior painting, etc.? Worker compensation rates vary depending on whether painting is done on the interior or the exterior, so I want to ensure our pricing is accurate and competitive.
A9: The job description can be found in the scope of work. Only four of our units in total are public housing and will fall into prevailing wage.
Q9: Wanted to get clarification on scope of work submission. The scope of work description on the website included many different work items which made it a bit unclear on bid submission. Do we fill out appendix A as a per sq/ft price, per door and per cabinet. How do we tackle additional work item pricing such as large drywall patching and wallpaper removal?

Q9: We received an invite to submit a proposal for painting, but the link that was included does not include any drawings or links to drawings. Please advise how to proceed in obtaining these.
