2027 Moving to Work (MTW) Draft Plan

NOTICE OF PUBLIC COMMENT PERIOD

The Tacoma Housing Authority (THA) invites residents, voucher holders, partners and community members to comment on our 2027 Moving to Work (MTW) Draft Plan. 

The 2027 MTW Draft Plan outlines the agency’s priorities and how we will use our MTW flexibility to serve our participants, community and our partners in 2027. 

We will receive comments regarding the 2027 MTW Draft Plan during a 30-day public comment period beginning August 14, 2026 – September 13, 2026. All comments must be received by 5:00 p.m. on September 13, 2026. 

Highlights in the 2027 MTW Plan 

• THA projects it will serve approximately 4,915 households in 2027. This is an increase of 431 households from 2026 projections, mainly due to THA’s growth in its PBS partnerships and trends in increased utilization among THA’s Special Purpose Voucher, HCV, and PBV Programs over the last year.
• THA is updating Activity 19: Modify the Family Self-Sufficiency (FSS) Program to clarify the agency’s plans to revise its pay point model for the FSS Program in 2027.
• THA is clarifying new ways it may use MTW funding flexibility in its programs and operations in 2027, including using MTW funds to potentially support rehabilitation projects in THA’s portfolio and relocation expenses for residents to meet reasonable accommodation obligations set forth under Section 504 of the Rehabilitation Act.
• THA is carrying over MTW Activity changes from the 2026 MTW Plan Amendment, including:
  • Activity 5: Local Policies for Fixed-Income Households and Activity 6: Local Policies for Non-Fixed Income Households to seek approval to change the tenant’s portion of rent.
  • Activity 27: Local Payment Standards Policy to maintain its schedule of implementing payment standard changes. 
  • Activity 16: Creation and Preservation of Affordable Housing to clarify the use of its Property-Based Subsidy (PBS) rent calculation.

About Moving to Work (MTW): 

Moving to Work (MTW) is a federal program authorized by Congress in 1996. It gives public housing authorities regulatory and funding flexibilities to respond to local needs and opportunities by connecting people with low incomes to vital housing and services. Tacoma Housing Authority has been a participant in the Moving to Work program since 2010. 

Among the advantages of MTW are that it: 

• Allows more flexibility in how we spend federal monies;
• Allows THA to give incentives to families with children where the head of household is working, seeking work or is preparing for work;
• Provides ways for THA to increase housing choices for low-income families;
• Helps us to reduce costs and achieve greater cost effectiveness in federal expenditures.
