NOTICE OF PUBLIC COMMENT PERIOD
The Tacoma Housing Authority (THA) invites residents, voucher holders, partners and community members to comment on the following proposed changes:
THA is proposing a change to how updates to its governing documents are approved.
Currently, the Board of Commissioners must approve all changes to THA policy documents, such as the Administrative Plan, Admissions and Continued Occupancy Plan, and Property Management Policies Manual. Because the Board meets only once a month, even small updates can take a long time to approve. Long wait times can delay improved operations.
To make the process more efficient, THA is proposing that the Executive Director, or a designated representative, be allowed to approve certain limited types of changes, including:
- Plain language edits: Changes that make documents easier to read and understand without changing the policy.
- Corrections: Fixing typos, outdated references, or other errors.
- Removal of discretionary procedures: Removing descriptions of how a policy is carried out when doing so does not change the policy itself or conflict with requirements from the U.S. Department of Housing and Urban Development (HUD).
- HUD-required policy changes: Updates required by HUD that do not allow for local discretion and must be adopted to maintain compliance.
This change is intended to improve efficiency and streamline updates. It will also support ongoing efforts to make THA’s governing documents clearer and easier to use.

All public comments will be compiled and the themes shared with the Board of Commissioners when they meet to vote on this proposal.
We will receive comments during a 30-day public comment period beginning September 1, 2026 – September 30, 2026. All comments must be received by 5:00 p.m. on September 30, 2026.
