Agency
THA provides high quality, stable and sustainable housing and related services to people in need. We do this in ways that help them become self sufficient, that strengthens communities and that uses our public and private resources efficiently and effectively.

Housing Development
THA will efficiently develop housing for households in need that is affordable, high quality, suitable to a range of needs, sustainable and attractive. It will do this in a way that complements the community's development plans.

Property Management
THA will manage its properties so they are safe and enjoyable places to live, efficient to operate, good neighbors, and attractive assets to their neighborhoods.

Assistance
THA will provide high quality housing and related services. It will focus assistance on the neediest households in the community. Its supportive services will help people succeed as tenants and neighbors, parents, students and wage earners who can live without assistance. It will do this in a way that makes it a good neighborhood partner and a valuable resource to our communities.

Earning Money
THA seeks to earn or raise money to support its programs and services. It seeks funds that are unrestricted in how THA may use it, that are sustainable, and that would make THA less dependent on program income, especially program income from the federal government.

Advocacy/ Public Education
THA will advocate for the value of its work and for the interests of the low-income households it serves. It will be a community resource for high quality advice, data and information on housing policy and related topics.

Administration
THA will have excellent administrative systems and its staff will have skills that make THA highly efficient and effective in the customer service it provides to the public and among its departments.
