THA Departments

Tacoma Housing Authority has six main Departments responsible for carrying out its functions under the direction of THA's Executive Director:

• Executive Department
• Department of Real Estate Development
• Department of Real Estate Management and Housing Services
• Department of Community Services
• Department of Finance
• Department of Administration
• Human Resources Department

A brief description of each department's roles and responsibilities appears below.

Executive Department
The Executive department is responsible for overseeing the general functions of the Housing Authority. This includes ensuring compliance with all applicable rules and regulations. It also administers policy and works to fulfill goals established to enhance the Agency and its programs.

Department of Real Estate Development
The Department of Real Estate Development oversees all THA's real estate acquisition, development and modernization, including the $ 200 million redevelopment of Salishan.

Department of Real Estate Management and Housing Services
The Department of Real Estate Management and Housing Services is responsible for the following:

• Management of THA's properties, both residential and non-residential,
• Oversight of private fee management companies;
• Compliance with all regulatory and financing requirements governing THA's properties and housing programs, including those related to public housing, Project-Based Section 8, Low Income Housing Tax Credit Program, HOME Program.
• Management of THA's rental assistance programs, including the Housing Choice Voucher Program

Community Services
The Department of Community Services is responsible for designing, providing and evaluating an array of human services that THA provides. These services include the following:

Case management services- We seek to provide services to help families succeed as tenants in our housing programs, to recover from homelessness, domestic violence or other trauma and to stabilize as families. Toward this end, we seek to provide holistic case management. We do so in partnership with a wide variety of service partners.

Programs to help families prosper- THA provides services to help families prosper. These include programs to help persons further their education, find employment or increase their earnings; home ownership programs, a Family Self-Sufficiency Program that allows them to keep increases in their earned income that would otherwise go to rent increases, Individual Development Accounts that match a family's savings, driver's license reinstatement programs, citizenship classes and English instruction.

THA's services programs are staffed by persons fluent in the primary languages of its customer population: English, Cambodian, Vietnamese, and Russian.

THA also seeks to provide its services near its customers. In many cases, its services are within walking distance. It can do this because THA has its own classrooms and community spaces within its properties.

Department of Finance
The Department of Finance and Administration is responsible for all financial functions of the agency. It also provides financial services to all the other Departments. It is the 'quiet partner' at the core of agency operations, handling procurement for Housing Operations, monitoring the investment of assets, and processing information for required filings of government programs and grants to ensure compliance with our objectives. The Finance department collaborates daily within each department and as needed with providers and program participants to provide efficient and timely information.

Department of Administration
The major functions of the Administration Department are: Information Technology, Procurement and Contract Compliance, Regulatory Compliance, Asset Management, and Risk Management. The department serves and supports THA's internal customers, who are THA staff and the Executive Director. In Information Technology, this is done by deliveringquality customer service and providing technology solutions that best meet the needs of the agency. Through the oversight functions of compliance and asset management, the department serves the Executive Director and the Board as ownership entities by ensuring the programs and properties THA manages are well-managed, efficiently run, and in compliance with all Federal, State, and Local regulations, as well as funder commitments.

Human Resources Department
The Human Resources Department is responsible for administering the various human resources functions of the agency, including recruitment, hiring, employment benefits, labor relations and collective bargaining, employee discipline, and employee grievances.
