| Washington State law directs that the Tacoma Housing Authority shall be governed by a five person Board of Commissioners that the Mayor of Tacoma shall appoint. The Mayor appoints each Commissioner to a five year term. Since 1998, the law also directs that the Board shall include an individual who receives assistance from THA's federal housing programs. THA has had such a person on its Board since 1990. Commissioners are volunteers. They do not receive any financial compensation for their time or work. Their service on THA's Board is a notable instance of community service.

Janis Flauding, Chair [term: 8/08/08 to 8/16/13]
Janis Flauding and her two children have been residents of the New Salishan since April 2006. Janis brings an accounting background and a history of community leadership to the Board. She is a member of the Salishan Shine Project, Garden project, Safe Streets, Community Kitchen, and National Night Out committee. She also participates on special committees for THA. Janis is proud to be a part of the future of the Housing Authority.

Greg Mowat, Vice Chair [term: 8/5/09 to 8/16/14]
Mr. Mowat was appointed to the Board in 2004. He is a Project Labor Agreement Specialist with Sound Transit. Mr. Mowat engages in many activities of community service. He has served as a member of the American Leadership Forum, Tacoma Chapter. He has served on the Board of Directors for United Way of Pierce County. He was a member of the Citizens Advisory Committee, University of Washington, Tacoma campus, past President of the Board for The Nonprofit Center and the Executive Committee of the Northwest Construction Consumers Council.

Dr. Arthur C. Banks, Commissioner [term: 8/16/10 to 8/16/15]
Dr. Banks was appointed to the Board in 2005. He is a Pastor at Eastside Baptist Church in Tacoma. Dr. Banks is a member of the Tacoma Ministerial Alliance. He serves on the Board of Directors for the William Factory Small Business Incubator. He is active with the North Pacific Baptist Convention and American Leadership Forum. He also served as the first organizing President of Hilltop Action Coalition and chaired the Tacoma Ministerial Alliance's committee to rename K Street to Martin Luther King Jr. Way.

 | | Stanley Rumbaugh, Commissioner [term: 08/16/12 to 08/16/17]
Mr. Rumbaugh was appointed to the Board in 1998. He was the founding partner of the law firm of Rumbaugh, Rideout, Adkins and Wallace where he practiced until his election to the Pierce County Superior Court in 2012. He served 10 years as Trustee on the Bates Technical College Board of Trustees, and has served as a director of the World Trade Council, member of the Washington State Association for Justice Board of Governors, and on the Boards of many other public, private and professional organizations.

Rose Lincoln Hamilton
As chief executive officer and president of The Greater Tacoma Community Foundation, Rose leads its strategic development and oversees all operations including grantmaking, community outreach, development, and marketing. Rose has more than 25 years of experience leading innovative program development and building sustainable collaborative relationships between the corporate and nonprofit sectors. Prior to joining the Community Foundation in March 2004, Rose was the Assistant Vice President of Public Relations and Director of Community Relations at Safeco Corporation. During this time she focused on developing community relations strategies designed to increase neighborliness in urban communities by increasing neighborhood assets and bringing neighbors together around common interests.
Rose is a board member of Philanthropy Northwest, Foundation for Tacoma Schools, Commencement Bank, and the Interdisciplinary Arts and Sciences Board at UWT.

Unless otherwise announced, the Board of Commissioners meets in open public session the fourth Wednesday of each month at 4:00 PM. Most of the time, the Board meets in the 2nd Floor conference room at the Housing Authority's administration offices located at 902 S. L Street, Tacoma. About half the meetings each year, the Board meets in the community room of the various THA properties around the city. Please view the Board of Commission meeting schedule page for meeting dates and locations.
Board meetings are open to the public. Most meeting agendas have time set aside for public comment.
